The economic and social development in development in the region, which is also reflected in the construction of infrastructures and the growing flow of tourists visiting it, makes it imperative to define tourism development strategies that guarantee sustainability, considering the regional reality and the distinguished consolidation of its image as a nature destination.

Sendo o setor turístico um dos pilares económicos da Região, o Governo Regional entendeu definir os vetores de uma atuação preventiva e estratégica, orientadora do planeamento municipal e das intervenções setoriais da Administração, com o objetivo de salvaguardar a sustentabilidade ambiental e o ordenamento do território, estruturar o desenvolvimento turístico, assegurar a compatibilização e diversificação de usos e atividades e ponderar as necessidades e interesses de diversos âmbitos e naturezas, tendo em vista a promoção do desenvolvimento económico e social equilibrados da Região. O plano setorial para o turismo regional é um documento normativo que resultou de um debate aberto, envolvendo as organizações e instituições representativas dos interesses que se cruzam neste domínio, bem como o público em geral.

O Tourism Planning Plan for the Autonomous Region of the Azores (TPPARA/POTRAA) defines the sustainable development strategy for the tourism sector and the territorial model to be adopted. Its fundamental goal is to bring together the efforts and initiatives of regional and local public administrations and the whole of Azorean society around a set of mutually shared objectives. It is also an instrument that guides several economic agents and disciplines administrative action, defining strategic tourism products for each island and the evolution of the tourism offer until 2015.
